India has a large number of political parties without a well-developed party system. The party system during the first two decades were described as the Single Dominant Party System. The main characteristics were :

भारत में अच्छी तरह से विकसित पार्टी सिस्टम के बिना बड़ी संख्या में राजनीतिक दल हैं। पहले दो दशकों के दौरान पार्टी सिस्टम को एकल डोमिनेंट पार्टी सिस्टम के रूप में वर्णित किया गया था। मुख्य विशेषताएं थीं:

(1) One Party Dominance System: According to Rajni Kothari Indian party system as ‘one party dominance system’. The Congress party was based on broad agreement or consensus and able to handle opposition within its fold. The opposition parties worked outside the Congress and used the factional leaders of the Congress Party to influence its policy. These parties acted as a pressure groups and created informal alliances with the opposition leaders of the ruling party. The Congress system showed a great flexibility and leading one party system in India. One party system prevails during Nehru’s and Indira Gandhi’s leadership of Congress.

(1) एक पार्टी डोमिनेंस सिस्टम: रजनी कोठारी भारतीय पार्टी प्रणाली के अनुसार ‘एक पार्टी प्रभुत्व प्रणाली’ के रूप में। कांग्रेस पार्टी व्यापक समझौते या सर्वसम्मति पर आधारित थी और विपक्ष को अपने गुना में संभालने में सक्षम थी। विपक्षी दलों ने कांग्रेस के बाहर काम किया और अपनी नीति को प्रभावित करने के लिए कांग्रेस पार्टी के गुटों के नेताओं का इस्तेमाल किया। इन पार्टियों ने दबाव समूहों के रूप में कार्य किया और सत्तारूढ़ दल के विपक्षी नेताओं के साथ अनौपचारिक गठबंधन बनाए। कांग्रेस प्रणाली ने भारत में एक बड़ी लचीलापन और अग्रणी पार्टी सिस्टम दिखाया। नेहरू और इंदिरा गांधी के कांग्रेस के नेतृत्व के दौरान एक पार्टी प्रणाली प्रचलित है।

(2) A multi-Party System: After the disintegration of the Congress system in 1967, the Indian parties came into the category of multi-party system. Since 1967 a multi-party situation had emerged both in the centre and the state. At the state level the dominance of the Congress Party was frequently contested by regional and local parties.

(2) एक बहु-पार्टी प्रणाली: 1 9 67 में कांग्रेस व्यवस्था के विघटन के बाद, भारतीय दलों बहु-पार्टी प्रणाली की श्रेणी में आए। 1 9 67 से केंद्र और राज्य दोनों में एक बहु-पार्टी की स्थिति उभरी थी। राज्य स्तर पर कांग्रेस पार्टी के प्रभुत्व को अक्सर क्षेत्रीय और स्थानीय दलों द्वारा चुना जाता था।

(3) Weakness of the Non-Congress Parties: The main weakness of the non-Congress was that it has been divided and weak. It was not one opposition, but many oppositions consisting of many groups and independent individuals. These groups and individuals had different policies and programmes.

(3) गैर-कांग्रेस दलों की कमजोरी: गैर-कांग्रेस की मुख्य कमजोरी यह थी कि इसे विभाजित और कमजोर कर दिया गया है। यह एक विपक्षी नहीं था, लेकिन कई विपक्षी दल जिनमें कई समूह और स्वतंत्र व्यक्ति शामिल थे। इन समूहों और व्यक्तियों की अलग-अलग नीतियां और कार्यक्रम थे।
