राष्ट्रीय शिक्षा नीति 1968 (National System of Education in NPE – 1986)

कठोरी report संसद में 1966 को प्रस्तुत की। पांच अप्रैल 1967 में भारत सरकार ने संसद सदस्यों की एक समिति का गठन कियाजिसका उत्तरदायित्व था कि भारतीय शिक्षा नीति का निर्धारण करना क्योंकिउस समय तक हमारे pass कोई भी राष्ट्रीय स्तर शिक्षा नीति नहींथी इसलिए इस समिति का गठन किया गया।

राष्ट्रीय शिक्षा नीति 1968 समिति को तीन मुख्य कार्य सौंप है –

  • आयोग के विचारोंपर गंभीरता से विचार करना है।
  • एक नई राष्ट्रीय नीतिका मसौदा तैयार करना और
  • साथ में उसके क्रियाकी रूप रेखा को भी तैयार करना।

इस समिति ने अपने नीति की घोषणा 24 जुलाई 19 68 में भारत की प्रथम शिक्षानीति के रूप में घोषित कर दिया गया ।

राष्ट्रीय शिक्षा नीति 1968 के मूल तत्व इस प्रकार थे –

  • शिक्षा राष्ट्रीय महत्व का विषयहै इसलिए इसकी व्यवस्था केंद्र और राज्य सरकारें दोनोंसंयुक्त रूप से करें।
  • केंद्रीय budget का 6 percentव्यय शिक्षा पर किया जाए।
  • माध्यमिक स्तर पर त्रिभाषा सूत्रों लागू किया जाए।
  • शिक्षा संरचना 10+2+3पूरे देश में एक तरह से लागू कर दी जाए।
  • प्रथम दस वर्ष की शिक्षा में कार्यानुभव और राष्ट्रीय सेवा को अनिवार्य किया जाए।
  • प्रौढ़ शिक्षा कार्यक्रम कोगति प्रदान की जाएगी।
  • शिक्षा द्वाराभारतीय समाज का आधुनिकीकरण किया जाएगा।
  • शैक्षिक अवसरों के समानता।

आयोग के द्वारा इनके सुझाव को रूप प्रदान करने की तैयार की थी। सब कुछ उसमें बहुत साकार्त्मक था परंतु उस समय पर्याप्त राशि नहीं थी और संसाधनों का भाव रहा। जिसके कारण इस नीतिको लागू नहीं किया जा  सका। 

The Kothari report was presented in Parliament in 1966. On April 5, 1967, the Government of India constituted a committee of Members of Parliament, whose responsibility was to determine the Indian education policy, because till that time we did not have any national level education policy, so this committee was formed.

The National Education Policy 1968 committee is entrusted with three main tasks –

  • The views of the Commission have to be seriously considered.
  • Drafting a new national policy and
  • Along with preparing the outline of its action.

This committee announced its policy on 24 July 1968, it was declared as India’s first education policy.

The basic elements of the National Education Policy 1968 were as follows

  • Education is a subject of national importance, so it should be arranged jointly by both the central and state governments.
  • 6 percent of the Union budget should be spent on education.
  • Three language formulas should be implemented at the secondary level.
  • The education structure 10+2+3 should be implemented in one way across the country.
  • Work experience and national service should be made compulsory in the first ten years of education.
  • The adult education program will be accelerated.
  • Indian society will be modernized through education.
  • Equality of educational opportunities.

It was prepared by the commission to give form to their suggestion. Everything was very positive in it but at that time there was not enough money and there was a sense of resources. Due to which this policy could not be implemented.
