The Debate – The debate on the issue of industrialisation was dominantly about what kind of an economic system must be evolved; one that would be something like the NEP or something like War Communism. The Balanced Growth Model had Nikolai Bukharin, a leading Marxist theoretician and prominent veteran of the Bolshevik Party, as its main proponent. He was also closely related to the activities of the right wing of the Party after the NEP was introduced though he had earlier adhered to the left wing.
