4. Residuary Power of Legislation:

The residuary power of legislation refers to the authority to make laws on subjects that are not explicitly mentioned in any of the three lists – Union List, State List, and Concurrent List – in the Indian Constitution. The Constitution vests this power in the central government (Union Government). However, the 42nd Amendment Act of 1976 shifted some of the residuary powers from the Union List to the Concurrent List, giving both the central government and state governments some authority in this area.
